pe scurt. the guy, who actually comes from a family of artists, is an artist himself and manages one of the best data bases of art objects in the world (artprice), has enormous legal problems with the French Public Institutions regarding the way his house looks. why?
it does not satisfy the urban requirements of the town hall... there is more than that or its just that people are afraid of ... they are afraid of themselves.
